Health Licensing Office


The State of Oregon's Health Licensing Office (HLO), part of the Oregon Health Authority's Public Health Division, is a central licensing and regulatory office that oversees multiple health and related professions. HLO protects the health, safety and rights of Oregon consumers by ensuring only qualified applicants are authorized to practice. HLO reviews and approves applicant qualifications, conducts examinations, inspects thousands of licensed facilities and independent contractors, responds to and investigates consumer complaints, and disciplines licensees who are found in violation of state requirements.

To that end, HLO works with 18 boards, councils and programs in the State of Oregon.

Examination testing cutoff time is 1 p.m. Monday through Friday for all in-office examinations. You will need to return another day to sit for your examination(s) if you arrive to our office and check in after 1 p.m.

Testing hours for all in-office examinations are:

Monday: 8 a.m. until 1 p.m.
Tuesday: 9 a.m. until 1 p.m.
Wednesdays through Friday: 8 a.m. until 1 p.m.

June Meetings for Sign Language Interpreters Rules Advisory Committee Meetings Cancelled

​The Health Licensing Office has cancelled both the June 6 and June 26, 2024, Sign Language Interpreters Rules Advisory Committee meetings due to other boards/professions legislative priorities. The next Rules Advisory Committee meeting is scheduled for Thursday, July 18, 2024.

Limited Waiver on Enforcement Extended

​​​Since the Board was not permitted to meet until on or after January 1, 2024, the same day House Bill 2696 (2023) required sign language interpreters to be licensed to practice in Oregon, the Health Licensing Office (HLO) is exercising its discretion and will not impose discipline for practicing without a license on any sign language interpreters who obtain a license before December 31, 2024 (previously June 8, 2024).

The limited waiver on enforcement began on January 1, 2024, and now ​ends on December 31, 2024, at 12:01 a.m. The limited waiver of enforcement is narrow; the waiver only applies to the singular issue of providing sign language interpretation services in Oregon without a license. The HLO may impose discipline for any other violation of the HLO or Board rules or statutes.

Board of Cosmetology - Proposed Administrative Rules

​​The Board of Cosmetology (Board), under the Health Licensing Office (HLO), is notifying interested parties that proposed administrative rules have been filed with the Secretary of State's Office for publication in the May 2024 Oregon Bulletin. Permanent administrative rules are anticipated to become effective on July 1, 2024.
